The Discussion of the Special Corporate Social Responsibility of State-Owned EnterprisesIn recent years, Corporate Social Responsibility (CSR) has been a hot topic around the world. The theories related to CSR have a history of about 100 years. However, it is still a challenge to study this topic, for the knowledge related to this field is too complicated. In addition, a unified basic theory and frame is not formed as well. In China, the consciousness of CSR has raised among the government, business world and community. Besides, more and more people have also paid their attention to the CSR practice. In China, the state-owned enterprises are pretty important to the development of Chinese economy and people's living stands. In spite of pursuing their business goals, the state-owned enterprises also have to undertake other goal that can promote the whole society's welfare. That is to say, beside undertake the general CSR, the state-owned enterprises in China have to assume some Special Corporate Social Responsibilities (SCSR) as well. Firstly, this essay analyzed the element that influence the CSR of the state-owned enterprises in China, and then based on the analyses of the state-owned economic function; we pointed out the concept the SCSR. In this essay, we argue that the concept of the SCSR should be divided into to aspects. On the one hand, we should take the state-owned enterprises as a whole. On this point, the concept of the SCSR is to realize the state-owned enterprises function. We can make this into eight specialized aspects. On the other hand, we discuss the concept of SCSR by analyzing some individual stated-owned enterprises. For different corporations in different professions have different features, they must have their own specific SCSR. In this essay, we only picked up several typical state-owned enterprises in China and analyzed their SCSR. Lastly, we discussed the mechanism of realizing the SCSR of state-owned enterprises in China. Recently, compared to the general CSR, the mechanism of realizing the SCSR is pretty weak. We discussed the question by making it into two parts: the eternal restrain mechanism and the interior realizing mechanism. This can provide references for the stated-owned enterprises to realize their SCSR. The appendix is the case study of the China Mobile's SCSR. All by all, we hope our study of the SCSR can make sense for other scholars who are interested in exploring the SCSR of the Chinese stated-owned enterprises. The following is the structure of this paper:The first chapter is the instruction, it mainly includes four parts: the first and the second part cover the research background and the research significance of the corporate social responsibility of the state-owned enterprises. The third part talks about the research methodology while the last part introduces the structure of this paper and its innovation.The second chapter is the theoretical summary. On the one hand, we categorizes the theory basis of the CSR theory and summarizes and the development of it. On the other hand, we introduced the development and status of the CSR theory in China. According to the above analyses, we will propose our paper's argument.The third chapter we will argue the factors of CSR, this will be expended mainly from the institutional level. We believe that, because of the unique political, legal, economic, historical and cultural background in China, the CSR theory and practice are not suitable for Chinese companies. So we should make it under our country's own conditions. As to the formal institutional level, we discuss the political system, legal system and economic system and how these factors constrain the practice of the SCSR. For the informal institutional level, we believe that the traditional Chinese culture and the Socialist ideology play significant roles in affecting the practicing of SCSR.The forth chapter is the discussion of the SCSR. As we mentioned in the last part, the SCSR of the state-owned enterprises is decided by the state-owned economic function. So based on this, we will discuss the SCSR from two angles: as an overall and as many different individuals. This chapter is divided into four parts: in the first part, we will focus on the general functions of the state-owned economy in market economy (1. to overcome the market failure; 2. to commit national macro-control and realize the state function; 3. to ensure national security and achieve national strategic objectives) and the special functions of the state-owned economy in the socialist market economy in China (1. to provide solid material foundation for the consolidation of the socialist system; 2. to implement the national industrial policy; 3. to achieve the national fiscal revenue; 4. to pay for the cost of the institutional change; 5. to establish a national brand and enhance the competitiveness of national industries). In the second part we mainly discuss: how the functions of the state-owned economy decide the SCSR of the state-owned enterprises. The third part is the exploration of the SCSR of the state-owned enterprises. As a whole, the SCRR of the state-owned enterprises include: 1. to provide public goods and participate some of the public infrastructure construction projects; 2. to serve the national macro-control and stabilize economic fluctuations; 3. to control the national economy, to protect the national political, economic and military security; 4. to consolidate the material foundation of the socialism, to implement the scientific concept of development and to build a socialist harmonious society; 5. as the micro subjects of the national industrial policy, to promote the upgrading of industrial structure and technological progress; 6. to ensure that state revenues and stable economic growth; 7. to establish national brands, improve the competitiveness of national industries; 8. to ensure state-owned assets. As individuals, according to their own resource conditions and the actual situation, different corporations have different SCSR. In this paper, we choose some typical industries to introduce, they are: Military-industrial complex, Energy and electricity sector, Telecommunications Industry and Mining industry. The forth part is the conclusion.The fifth chapter focuses on the implementation mechanism of the SCSR of the state-owned enterprises. This chapter is made in to parts: the internal dynamic mechanism and the external constraint mechanism. The most important external constraint mechanism is the government; this is decided by the nature and the functions of the state-owned enterprises. Besides, the legal, public and NGO are also play the roles of incentives and constraints. As to the internal dynamic mechanism, the state-owned enterprises must improve their SCSR philosophy; improve the internal management structure, build the internal SCSR management system and also add the concept of the SCSR into their CSR report.The appendix is a case study. It is about the SCSR practice of CMCC. From this part, we can see it is very important for the state-owned enterprises to perform the SCSR. Moreover, it is significance for the building of the harmonious society in China.
