| Electric power industry is one of the core industry, and the technology innovation level of the state is directly related to the technical level of the country, so the power industry technology innovation level also get more and more attention. Electric power industry is a monopoly industries, which has strong monopolization, and it directly determine the necessity of government regulation. But the connection between technology innovation of power industry and government regulation, or the effect of government regulation on technology innovation in power industry, now it has not yet been determined, which is our study's meaning. we mainly study the effect of government regulation on power industry with empirical test of power industry, The purpose is to find the relationship between technological innovation of industry power and government regulation.First we use cost benefit analysis to expatiate the mechanism of the effect which the government regulation policy work on the technology innovation of electric power industry. Government regulation affected industrial technology innovation through the three factors s,C,â–³, whose speed and scale will change, and set the focuses on the mechanism government regulation on the technology innovation of electric power industry. At last we find that good regulation can promote electric power industry technology innovation. Then we use SPSS software to analyze, which is an empirical test analysis. we choose the index of some power industry technology innovation and the factors of electric power industry to study the relationship between the government regulation and technological innovation. And at last we make sure that good government regulation can promote technical innovation of power industry, that is to say, good government has a positive role in promoting the influence. but the effect of technology innovation from electric power industry government regulation is not enough or insufficient. At the same time, we analyze not reasonable reason mainly from three aspects, which the government regulation affect on electric power industry technology innovation. they are:(1) unreasonable power industry regulation institutions (2) power regulation tools are not reasonable (3) power regulation policy implementation process specification is not transparent. Finally we put forward relevant policy implication:(1) establish the reasonable regulation institutions, make the responsibilities clearly (2) standardize regulation tools, introduce incentive mechanism (3) Strengthening supervision and regulation subject, make information open. |
