Leadership behavior is a cure to the specific cultural context of social influence process, the effect of leadership behavior depends largely on the interaction of subordinates and environmental line, rather than the arbitrary decision of the leader. Paternalistic leadership produced in the context of Chinese culture, and with a certain cultural heterogeneity. It has been proved that paternalistic leadership can well explain the performance of Chinese organizations. OCB is a special organization character, and it influences the organization's performance by the super-role behavior of employees. It mainly exists in four levels, which are individuals, groups, organizations and society, and potentially affect organizational culture, brand and so on. Psychological empowerment is self-perception of psychological freedom and autonomy of their own, the degree of the perceptions of psychological empowerment, which determine employees' perceptions and behavior. In Chinese culture background, research on the relationship among paternalistic leadership,organizational citizenship behavior and psychological empowerment has important theoretical and practical value.This research is based on integrating the interrelated literatures, and used statistical analysis methods to analysis the relationship of different dimensions among paternalistic leadership, organizational citizenship behavior and psychological empowerment. Studies have shown that cultural background in China, paternalistic leadership will promote and facilitate organizational citizenship behavior, psychological empowerment play an intermediary and interpretation role in this process. The individual characteristics and organizational characteristics play a regulatory role in the paternalistic leadership, psychological empowerment and organizational citizenship behavior, to join the individual and organizational characteristics, the explanatory power is significantly enhanced.
