With the development of urbanization has reached a climax in china, some problems of urban transport has gradually emerged and become one of the main obstacles to urban sustainable development. The study found that bus is the most efficient mode of transportation, no doubt that the "bus priority" strategy is the first choice to solve the issues of city more people and less land, more vehicles and less road, traffic jams, energy shortages, environmental pollution and other contradictions. Therefore, the bus priority necessarily turns into a nationally strategically policy of China in 2004. Then again in 2005, "a number of economic opinions on priority development of urban public transport" are issued, financial subsidy has laid a solid foundation for the urban public transport development. In this environment, as China's big cities, Shenzhen also increases the scale of bus subsidy, subsidies has laid a solid foundation for urban transit bus development, but in the process of the concrete implementation of subsidies, the government spent huge sums of money, but bus companies are still losses, bus service quality doesn't improve, the cold line always have been the focus of dispute for public transport and bus companies. These problems, on the one hand they make the government face enormous financial pressure, on the other hand make it difficult to play role of transit subsidies. Study on how to choose subsidy way and subsidy calculation model and to supervise and evaluate subsidy effect for cold line bus is an urgent and arduous task, which is also the purpose and the core issues of this paper.Firstly, according to Shenzhen's own economic conditions and traffic conditions, and based on the characteristics of cold line bus, this paper defines cold line bus the first time in the study field, analyses the current opening and operating conditions of Shenzhen cold line bus, describes the current executive financial subsidy of the Shenzhen bus, points out that the cold line bus exists many problems with using this subsidy program, in the last the paper proposes the idea of line differential subsidies. It lays the foundation for the financial subsidy program t of cold line bus in Chapter Furthermore, this paper analyses the necessity of opening and subsiding cold line bus from the inevitable choice of the city bus transportation for sustainable development and duality of a serious imbalance with public welfare and operational, cold lines need heavily subsidizes. Based on these theoretical analysis, the paper proposes subsidy range and high-intensity incentive subsidies for public transportation in Shenzhen and menu-subsidy calculation method based on price-cap model, try to calculate how much money need to subsidy cold lines;Then, this paper analyzes practical significance of the performance evaluation still from the necessity of subsidy performance evaluation. According to financial subsidy performance, selects AHP-fuzzy comprehensive evaluation method, establishes performance evaluation system based on the five principles of electing indicators, uses expert scoring lines to evaluate comprehensively of the financial subsidy performance of cold line bus, obtains a good level of evaluation results and verify the feasibility and effectiveness of cold-line bus financial subsidy program; Finally, to complete the financial subsidy program of cold-line bus, propose a series of safeguards. On the one hand, it can protect financial subsidy program of cold-line bus to open smoothly, on the other hand can increase performance level of financial subsidy program of cold-line bus.
