With development and application of modern information technology based on computer science and internet, unbalance of ICT leads to digital gap not only between China and developed countries, but also among regions in west and east parts of China and in rural areas and urban areas. Whether the problem can be properly solved has the direct bearing on realizing great-leap-forward development in the 21st century.The thesis tries to explore a solution to narrowing the gap by studying present situation and causes and adverse effect of the digital gap. Characteristically, the thesis classifies the digital gaps into the following:hard gap and soft gap. The hard one refers to the access gap to infrastructure of information and communication while the soft means exploitation and management of information resources and individual sense of information resources and its acquirement. The thesis intends to explain the contributing factors to the gaps in China, that is, direct factors are technology along with deep economic ones while human ones are crucial. It also concerns historical and international factors. At the same time strategies and approaches are put forward in the thesis:the hard gap is expected to be solved by promoting information superhighway and application and popularization and gaining financial support through reasonable competition. The soft gap is expected to be bridged through boosting e-government affairs, e-business, publicity and education and training. All this will in return benefit sustainable development of our economic society and all-round progress of individuals and help promote harmonious society. Lastly, the thesis gives comprehensive interpretation of digital gaps and some recommendation to bridging China's digital divide with other countries.
