With the rapid development of Shipping Containers Industry (SCI), some maritime insecurity are also stirring up, cast a shadow over the SCI. Maritime Untradional Security Problems (MUSP), piracy, maritime terrorism, illegal migration, weapons and arms smuggling, compared with those traditional maritime security problems, are gradually became the main influence to maritime safety. This paper study on the countermeasures of Chinese Shipping Container Industry, an important means of marine transportation, to maritime untradional security problems. It starts with the untraditional safety problems whose essences are analyzed in this paper and brings forward pertinence control measure system, which can have referential significance to some extent.The paper includes three parts. The first part, through defining the concepts and characteristics of MUSP, summarize the main type of MUSP, foreshadow following analysis. The second part is about international laws, conventions and measures coping with MUSP for safe containers. It introduced several important international conventions, International Convention for Safe Container, United Nations Convention on the Law of the Sea, convention for the suppression on unlawful acts against the safety of maritime navigation, international convention for the safety of life at sea, international ship and port facility security. It also makes an introduction of American countermeasures on MUSP for safe containers, such as Container Security Initiative, Customs-Trade Partnership against Terrorism. The third part through the analysis of SCI current situation on MUSP, Based on the legal problems of Chinese SCI to MUSP, the article put forward some concrete measures such as to improve relevant laws and regulations, to establish mechanisms for international cooperation, to draw up technical regulations, to pull into risk evaluation and emergency management system Etc.
