With the economic globalization and integration process accelerating, contemporary international capital flows liberalization trend becomes more and more obvious. Under the open economy condition, International capital flows not only become one of the main signs of the openness of a country, but also influence the country's economy more deeply. International capital flows have been playing a more and more important role in the social economic life, making it possible for different countries to remedy the gap of saving, to get rid of the undercapitalization and allocate resources efficiently around the world. It also plays a significant effect on the macroeconomic structure and economic operation mechanism of different countries. Developed countries has been playing a leading role and been the biggest supplier and demander in the process of the international capital flows. With the fast development of deregulation, developing countries are playing larger and larger role now. Liberalization of the international capital flows has both advantages and disadvantages. How to make effective use of the international capital flows to promoting the development of one nation's economy in the world has become an urgent problem that all the countries concern in the current economic globalization.Under the influence of international financial crisis in 2008, the external environment of global trade has worsened day by day. Liquidity shortages and credit squeeze appear in the financial markets of the main developed countries, which makes their financial institutions withdraw funds from overseas and the international capital flows reduce rapidly. In 2009 international capital flows began to increase along with the recovery of the global economy and tended to flow to the emerging countries and regions. This dissertation includes five parts:Chapter One introduces the background and meaning of the subject and the literatures of the international capital flows; Chapter Two introduces the analysis and development of the international capital flows theory;Chapter Three analyzes the new characteristics of the international capital flows in the developed countries and the developing ones under the financial crisis;Chapter Four shows the current situation of the international capital flows in China and analyzes the problems after the financial crisis;Chapter Five, as logical end of the research of the dissertation, makes some macro proposals on how to avoid and solve problems of the international capital flows under the financial crisis.
