In the process of urban transformation in the mining cities, system plays a vital role. Currently, during the study of institution in the transformation of the mining cities, research on the role of informal institution is rare. Informal institution, unlike the mutation mechanism of formal institution, has a long-term accumulation. Therefore, even if changes of formal institution have taken place, informal institution may still play an important role. Does informal institution have an impact on the transformation of mining cities? How does this effect happen? Why does the government need informal institution in promoting the success transformation of mining cities? How does characteristic culture form, by self-organizing or external situation or even policy?As we answer these questions, a solution to the transformation and development of mining cities may concluded.When the government behaves to lead the economic transformation, using informal institution, the governing philosophy and economic policy are the most important. To mining cities, the hypothesis is still valid. Taking the city of Jiaozuo as an example, governing philosophy leads the informal institution, further more, it leads the economic transformation, resulting in higher economic performance. In another city, Zibo, economic policies such as fundamental construction, investment incentives and cultural characteristics promoting, give positive effects to the old informal institution, including culture, values, ideology, preferences, these initiatives laid the foundation of belief to a bright future of Zibo.Further, through the empirical study of culture, which is one of the most important aspects of the informal institution, the characteristics of several cultural patterns of mining cities are concluded. They are regional characteristics culture, spiritual characteristics culture, history specific culture and resources specific culture. Although most mining cities realize the position of culture, the effort to carrying forward is still far not enough.It is worth noting that besides the obvious role of informal institution, problems still exist: outdated concept by planned economy, unconfident with the development of city, lacking sense of innovation, unaware of the market economy. Concluded from experience, featured research and Issues summarized, suggestions are made below: constructing harmony mode of the mining town, establishing and promoting "new with three new" Fuxin-style model, strengthening a competitive consciousness, creating innovative mechanisms and carrying characteristic culture forward.
