Design On Project Budget Business Process In Business Process Reengineering Of Changchun Railway Vehicles Co., Ltd.

The investment of Chinese rail transportation equipments had increased steeply in 2010, especially in the high-speed railway, metro infrastructure and rolling stock sectors. In the further 5 years, the total investment might be over 4,000 billion RMB. Thanks to the active macro-economic policy of Chinese government, Changchun Railway Vehicles Co., Ltd.(CRC in brief) has met its chance of fast developing. CRC includes the research, manufacture and export of its three major products—the high-speed railway car, the metro railroad car and railway car. Through the innovative path of "the introduction, absorption and innovation," CRC has now become one of the first-class rail transportation equipment manufacturing enterprises. Meanwhile, with the expanding of new business and overseas markets, the project order forms get a substantial increase. In this particular period, more and more projects need to be completed, with the implementation of Business Process Reengineering, the project budget aspects of the business processes also need to be re-sorted.Since the old organizational structure, management system and production operating system can't meet the development trend of multi-project status, through enterprise restructuring, CRC established a matrix management system with a foundation of three operation sectors and the main line of project management. In 2008 the company started the business process re-engineering project, through the implementation of the project and highlighting the process reengineering, the business process of CRC were roughly combed. Then to solve the clear interface for management of the project management process innovation under the new system, supported by the "Business Management of Jilin Province special funds", the "CRC Business Process Reengineering project under the new management system" was launched by the Office of Industry and Information Technology of Jilin Province. The combing and optimization of the project budget business process was an important part of the project.In this paper, in the background of the "CRC Business Process Reengineering project under the new management system", through the introduction of Budget, Project Management and Business Process Reengineering theory of China and other countries, combined with the business process reengineering project, firstly the history and the basic situation of CRC's business processes were described. Then through the diagnosis and analysis of the status of CRC's project budget business process, the design goal of CRC's project budget business process is determined, and then the project budget business process under the new system was designed and evaluated.Through the carding and optimizing of project budget business process in the business process reengineering work, the interface of financial budget and project budget was established, so the internal and external relation of financial budget and project budget got more clear. The redesign of project budget business process could improve the company's business efficiency in a certain extent, and has some practical significance. Meanwhile, many China's state-owned enterprises are now facing a transformation from the former planned economy system to the project management matrix system, the paper will also have some reference value in the aspect of designing the project budget business process to these enterprises.
