Because of the increasing importance of administrative creativity in developing and progressing the organizations, and because of the importance of leadership behavior in developing the creative behavior of subordinates, this study tried to search for a relationship between the variables of leadership behavior and the administrative creativity of subordinates.Furthermore, the intellectual framework and the scientific background of the subject had been identified through revising the theoretical framework and the literature review for the two pivots of the study (administrative creativity and leadership behavior). Depending on that, the study had conclude some hypothesis to ensure from the existence of the relationship between the variables of the leadership behavior, represented in (leader's interest in work, leader's interest in subordinates, freedom degrees given by the leader to the subordinates, and some personal characteristics of the leader), and the administrative creativity of the subordinates, represented in (originality, intellectual fluency, mental flexibility, sensitivity to problems, ability to analysis and connect). In addition to study some personal and occupational variables of subordinates and their administrative creativity.And to build methodological framework for the study, the method of library research and descriptive research had been used. The questionnaire was the main instrument of the study to collect study data, as the questionnaire was designed to contain (66) statements measure different variables in the study. The test of reliability and validity had been performed for the questionnaire and the percentage of questionnaire's reliability was (93.37%) by using Cronbach's alpha. The study society (governmental employees) had been identified in nine ministries and agencies in Riyadh city, whom salaries are ranging from the sixth to the tenth rank. And by using the random sampling, the individuals of the study sample had been selected, where (480) questionnaire had been spread, (313) returned with percentage of (65.2%) from the total of questionnaires. The statistical analysis had been performed by using the following statistical methods such as:frequencies and percentages, mean, SD, Pearson correlation coefficient, multi descending coefficient and T test.
