Study On Budget Management Innovative Pattern In The Liaohe Oilfield

The budget management is a kind of strategic,systematic, controlling and humanistic mode. Budget management can optimize enterprise resource allocation,and can inspire all the staff of enterprise omni-directionally.The helpful impact of budget management to large enterprise is very obviously.In the early 1990s, domestic oilfield enterprises started budget management and achieved some progress in twenty years. But because of many factors, resulting in oilfield enterprises budget management level is very low. This kind of situation cannot satisfy the inherent requirement of oilfield enterprises themselves, also cannot satisfy the external demand of national energy safety. Therefore, must from multiple levels and multiple perspective, to analyzed the reasons which affected the ability of budget management in oilfield enterprises. The research object of this paper is oilfield enterprises budget management and its existing problems. During the study, the author learned advanced theory and method in foreign and domestic budget management, investigated and analyzed some domestic oilfield enterprises. On this basis, the author put forward budget management innovative pattern in the oilfield enterprise.The first chapter mainly analyses the practice and status of budget administration both at domestic and abroad.It makes a appraisement and summarization of the overseas advanced budget administration and analyses the current status of budget administration in our country. The second chapter using Liaohe Oilfield Company as an example, points out its problems existing in the budget management. The third chapter summarizes the overall structure, basic position and essential elements on budget management innovation pattern in the oilfield enterprise. The fourth chapter, introduces emphatically the budget management mode of constructing innovative organization foundation and system basis. On the basis of overall framework, the fifth chapter, puts forward the details, from combining theory with practice, and puts forward the level oilfield enterprises budget management innovation mode specific establishment method, principle, process and its implementation.
