A Research On Intensive Utilization And Management Of Urban Fringe Land

Along with the further deepening of the reform and opening-up policy reform and China's Western Campaign, The economies of the western regions has boomed, particularly in Chongqing,as bridgehead in West China Development and the financial center of the upper reaches of the Yangtze river. With the fast advancement of urbanization, urban land-use rapid expansion, the urban fringe is the most immediate affected zone by city expansion, the problem in its land use and management are becomes more and more serious, and the study about land intensive use and management of the urban fringe is very necessary. At present, although the study of the urban fringe is increasing, but the intensive land use theoretical system has not established in urban fringe, the management regulation system also didn't offer, need more further research.The development of the city drives constantly changing of urban fringe, healthy development of the future city must establish in the basis of harmonious transition of cities and urban fringe area, is not a simple process, the urban fringe area will not been the urban sprawl area, as the forward position region of urban-rural development, it must solved a series of problems exist between urban and rural areas in the process of transition to city, such as land compensation and resettlement, re-employment of land-lost peasants, social-security schemes, etc. The urban fringe area must be uniform planned and scientific layout, to prompted land intensive use, this need through extensive research and summarize urban development experience of Chongqing, through formulating plans and reform the policy of the urban fringe area, realizing the land intensive use and the healthy development of urbanization.This paper summarizes the research results and integrated research method of the former research, on the basis of summarizing of the general rule, take Yubei district as the survey region, thorough investigation of its urban fringe area. Through the background research and the development tendency of the domestic and foreign research about urban fringe area, systematic summarized the connotation of urban fringe area and the connotation of intensive land use of urban fringe area, conclude the general characteristics of urban fringe area, and summarized the method of urban fringe area,and delimit Yubei district urban fringe area.The second part through analysis the driving factor of the land intensive use of urban fringe area, summarizes the basic principles of constructing performance evaluation index system about urban fringe area land intensive use, Build up evaluation index system and set up the model of the potential of urban fringe area of land intensive use, discussed calculating measures of weight and standardization of measure value. Give rating standard of land intensive use in urban fringe area, choose typical region of Yubei district city fringe area Muer town as the study region for empirical studies, analyzed the present situation of land use in Muer town, selected the appropriate index system of land intensive use and evaluated the potential of Muer town land consolidation using, analyzed the factors effecting of the land intensive use on Muer town, and puts forward the countermeasures to improve the intensive utilization of land use.The third part analyzed the influence factors in management of Yubei urban fringe area for land intensive use, submit suggestions of land management policy, urban fringe area must be well planed and strict enforcement, and the management system of the urban fringe area need be reformed and perfected. Then the urban fringe area will reasonable distribute land use, rational development, environment harmony, the people in urban fringe area have better quality of life and the intensive degree of land utilization will raise.The fourth part summarized the full text, points out the insufficiency and the future research direction of the paper, for further research and consummate.
