Comparative Study Of "ASEAN Policy" Between Guangdong And Guangxi In China-ASEAN Free Trade Area Perspective

China-ASEAN Free Trade Area has been established since January 1,2010 and then became the third largest free trade zone after the European Union and the North American Free Trade Area in the world, which has grate economic and strategic significance. The achievement of the CAFTA will promote economic and trade exchange and development between China and ASEAN and bring new opportunities for those princes in southern China especially for Guangdong and Guangxi Province. It also could be helpful for the upgrading of industry structure of Guangdong province and will promote economic development of Guangxi Province. At the same time, the development of FTA is an important strategic choice of China, which not only could help to solve the South China Sea dispute that troubles cooperation between China and ASEAN but also could help to strength China's right to speak, and finally could influence the world effectively. For a long time, there is always lack of effective mechanisms and platform of cooperation and collaboration between China and ASEAN. Under this circumstances, the economic cooperation has become the best way to strengthen bilateral relations and make the strategic interests of China accomplished. With the economic and location advantages of Guangdong and Guangxi Province, they could become the most important impetus during the realization of China strategy, which in other words, it is to achieve positive economic and trade interaction with ASEAN and enhance their voice in ASEAN market for Guangdong and Guangxi Province that will determine the outcome of China's Southeast Asia Strategy. But there are now several problems during the process of economic and trade development between ASEAN and these two provinces of Guangdong and Guangxi such as fragmentation and lack of cooperation which will not benefit the implementation of "going out "strategy for Guangdong and Guangxi and could possible interfere the improvement of their international economic competitiveness which could bring negative effects inevitably on China's Strategy. So corresponding measures must be taken for Guangdong and Guangxi in order to achieve the twin goals of economic and strategy.This paper analysis the cause of establishment of CAFTA from economic and politic aspects, then describes the influences on Guangdong and Guangxi Provinces from the completion of the FTA, China's new requirements. Based on it, the author uses several research methods including comparative analysis, qualitative and quantitative analysis, deduction and induction to analysis and compare the ASEAN Policy between Guangdong and Guangxi to find out the advantages and disadvantages, space and potential for future cooperation. Based on the above analysis, the author tries to give some advices and finally get a conclusion which is Guangdong and Guangxi provinces have great potential for cooperation when try to develop economic and trade relations with ASEAN, and only through strengthening cooperation, can Guangdong and Guangxi seize the opportunity of free trade area to promote their own development, and ultimately help to achieve China's strategic objectives.
