Pharmaceutical manufacturing is a sunrise industry which is consist of capital, technology and intensive-knowledge. It is also a strategic industries involved in the national economy and common people's livelihood. As a hi-tech industry, technological innovation is the only way Pharmaceutical manufacturing could relying to achieve its industrial technology progress and promote sustained and healthy development. After decades of development, China has made great achievements in pharmaceutical manufacturing. It also has become a pharmaceutical world power, whose Western medicine production capacity and pharmaceutical raw materials production both rank first in the world. However, because of limited resources in pharmaceu-tical manufacturing, theres is no unlimited increase in investment. To achieve sustained growth, R&D investment must increase. At the same time, pharmaceutical manufacturers should also focus on improving the level of technological innovation performance. In view of this, it has important practical significance that studying pharmaceutical manufacturing technology innovation performance in this article.At first, the theoretical basis of this article is bulit on the relevant innovation theory and technological innovation performance study (both home and abord); then there is the overall analysis of current situiation of technological innovation in medicine manufacturing in China. On this basis, through systematically reviewing and studying the Level Measurement Index System of technological innovation,we constructed the index system of pharmaceutical manufacturing technology innovation in China, and built the model of performance technical innovation in pharmaceutical manufacturing with the DEA Methods, Using the provincial pharmaceutical industry panel data of China's 22 provinces during 1995-2008, we estimated technical efficiency, pure technical efficiency and scale efficiency of pharmaceutical industry innovation performance in China, and statically analysed the reason that why the technical innovation in pharmaceutical manufacturing is invalid. Then we used Malmquist index, which based on the DEA, measured the technical efficiency of pharmaceutical manufacturing, efficiency of the technological progress and efficiency change of technological innovation, and we dynamically analyszed the reason of the changes of technological innovation efficiency in pharmaceutical manufacturing among provinces. Finally, based on previous theoretical and empirical research, garathering the present facts of China's pharmaceutical industry technology innovation, we had five hypothesis factors effected the efficiency of pharmaceutical industry technology innovation in China:R&D investment, firm size, growth capacity, the government investment and quality of human capital, and then we took regression analysis using the panel data fixed effects model, and we got the results that R&D investment in China, growth capacity and government investment in the pharmaceutical industry has positive effect to improve the efficiency of technological innovation, and firm size and quality of human capital has negative effect. After that, based on theoretical and empirical research in this article, we made policy recommendations to enhance the technological innovations performance of China's pharmaceutical industry.
