Analysis On The Collected Debt Of Small And Medium-sized Enterprises

The collected debt of small and medium—sized enterprises (SMEs) is also called "binding issue bonds". Which is a enterprise bond organized by a leader, issued by some enterprise, they determined the amount and duration of the bonds together, and make an appointment with the investors to pay back the capital and interests on time based on "titled and issued unified,but repay the money and bear the guarantee respectively". It is a new style of enterprise bonds.The emergence of collected debt of SMEs has a great effect on solving the long-standing problem of accumulating funds for SMEs, more and more SMEs began to solve their funds'problem by issuing collected bonds. This paper aimed to sum up experience from the collected debt of SMEs which issued successfully since 2003, and analysis the production and prospective of the collected debt of SMEs and the factors which hinder the issue of collected debt. At the same time, combined with foreigners' advanced experience of accumulating funds in SMEs. I want to talk about my opinion on how to support the issue of collected bonds in policy, law and regulation.This paper can divide into four parts:The first part, introduce the basic condition of collected bonds of SMEs. summarize the definition of SMEs, state the features of collected debt of SMEs, emphasize its differences from common enterprise bonds and analysis Small debt collection and current development in China.The second part, Introduced a collection of small and medium enterprises and the reasons for debt problems. Small collection of debts of its own obstacles, such as the issuance of the main constraints, the difficult security problems. Another pointed out that the issue of SME debt collection exists a lack of uniform operating standards and the corresponding lack of laws and regulations, and systems analysis of its causes.The third part, introduce the observations from abroad about the accumulating funds for SMEs. And also introduce the perfect legal protection, preferential policy support, as well as the unique security system for SMEs to accumulating funds in America, Japan and Korea. The purpose is to make our government understand which policy should be carry out to support the collected bonds, and at the same time clear-cut the way our country should endeavor in legislation through absorb the advanced experience after combined it with our reality.The fourth part is the self-examination of collected bonds system of SMEs. Analysis the procedure and style of the issue of collected bonds of SMEs, And come up some ideas according to the stipulation of present laws and the requirement of the development of collected bonds of SMEs on policy and laws.
