Frictions And Their Relief Between Innovation Policies And Innovation Phases Under The Knowledge Perspective

The raising of the country's innovation level and the construction of the country character by innovation are not new concepts any longer since the published of "Certain Supporting Policies of Implementing'the Planning Brief of developing Science and Technology in term of Middle and Long Period in China' ". And the research of innovation policies has been prevalent. Now we try to conclude the basic innovation phases and to analyze their uncertainties focusing on the complexities and diversity of innovation. What is more, we shall analyze the relationship between innovation policies and their object——country's innovation, mainly the frictions lied in them. Then with the research of reason for frictions produced, we try our best to bring about some available countermeasures to relieve the frictions.This paper includes four main parts:correlated literature review, innovation phases plotting and all phases'appeal for innovation inspiriting under the knowledge perspective, analysis of frictions between innovation policies and innovation phases based on the inspiriting, measures to clear up all kinds of frictions.In the first chapter, we state our research purpose and emphasize the signification to plot innovation phases under the knowledge perspective to the research of innovation policies. In the second chapter, we divide innovation into three phases in terms of knowledge, and disclose the uncertainties of phases'and the counterpart appeal to innovation prompting. In the third chapter, we analyze the frictions between innovation policies and innovation, including their appearance, obstacle to stimulate innovation produced and the reasons of frictions, based on the innovation inspiriting. In the fourth chapter, we analyze the main principles fighting the frictions shall follow, and based which we put forward some available measures.
