China International Payments Status And Balanced Countermeasures Study

In recent years, with the rapid development of economy, China's international payments current-account surplus sustained and capital account, which makes our country foreign exchange reserves increase involuntary, influence the monetary policy of independence, letting the RMB endure pressure and also posing great impact on our export trade and the development of service trade. Furthermore, it may lead to trade frictions deterioration of international economic relations. China's international payments surplus has already drawn the attention of the academic and China's government. They design the corresponding policies, aiming to resolve the international payments sustainable balance problems. Therefore, the research has both theoretical value and more practical application value.This paper emphasizes that the international payment equilibrium theory of evolution, payments in accordance with the definition of sustainable equilibrium for domestic and international economic development environment during the period from premise, not only suitable for the condition of a country, but also for its economic development services. This equilibrium is affected by the country's development policy, resource endowment and international environment condition. On the basis of the theory, this thesis analyzes in detail from 1982-2009 28 years history data of payments account fluctuant circumstance and analysis of surplus reasons. This paper holds that China should strengthen international cooperation, using by international industrial transfer opportunities, actively improve foreign trade, utilizing foreign investment, foreign exchange management policy, adjusting the economic structure and to promote the sustainable balance international payments. The thesis will choose the Shanxi abundant natural resources --the underdeveloped specific situation of Shanxi Province as the research subject. This paper holds that the international payment surplus accounts for overall surplus, but less than that of the nation. The international balance of Shanxi Province is closely related to the economic structure and the resources superiority. This paper puts forward the leap of Shanxi provincial party committee secretary in Shanxi Province, proposes that the transformation development should improve investment structure and government enterprises should change ideas to adjust the industrial structure of Shanxi Province of Shanxi, the resource advantage into real advantage in Shanxi Province, in order to promote the sustainable development of balance of international payments. In order to enrich regulating theory, the thesis will provide some references to China's international payments for policy formulation and promote China's international payments of Shanxi and sustainable equilibrium.
