Study On Building Model Of Agricultural Extension System In Basic Level Unit In Wangkui County

The study is to summarize theoretical and practical experience in agricultural extension system of basic level units, to solve existing agricultural technology extension problems and build a new technology extension system methods and model under social economic conditions, on the based on adaptability to Wangkui County as National Model County in agricultural technology extension, the practical situation of extension system reformation and construction project, and combination of the author's actual work.Based on field research and documentation study, the paper analyses and summarizes systematically current extension system formation, operational mechanism and models etc basic situation and problems, in order to search to build a brand new agricultural extension system and mode, which will be suitable to Wangkui county and be vertical linking, non-blind-spot horizontal extension, sound mechanism and flexible methods. It will give helpful experience and reference to extension system reformation and construction in Wangkui County and in Heilongjiang Province.The paper achieves the significant progress in the followings:1.Generalizing related theoretical study progress in China's agricultural extension system in basic level units.2.Summarizing the current problems in agricultural extension system in Wangkui County. By investigating and studying, the paper gives three problems existing agricultural extension system in basic level units in Wangkui County. One aspect is basic system function problem, including the strength of agricultural extension agency led by government is not strong; the roles of extension organization led by non-government are not fully played and agricultural technology system cannot meet farmers'diversified needs to technology information. The other aspect is integral construct function problem "loose connection, low energy, no specific range" and the another is system mechanism problem, which is existing extension system does not meet the nature demand and does not maximize subjective initiative.3.Giving proposals to methods of agricultural extension system in basic level units in Wangkui County. Strengthening public functions leading roles of extension organizations led by government; integrating social resources and guiding other non-government organizations to participate in the extension; Improving staff knowledge and appraisal and stimulating extension team vitality. Utilizing the mass media in loved promotion methods by people to meet diversified needs of farmers about technology content and promotion methods and enhance the effectiveness of specific agricultural extension.4.Building some practical agricultural extension system model in Wangkui County. It includes model family style of "five families to develop mutually", extension organization building model in village level of "five levels combination, five directions to be one system, five parties interaction", "three-dimensional four construction" extension system model and management operation mechanism "people-centered, complementary strengths, technology combined, simultaneous management and permit" etc.
