Research On Performance Evaluation Of Listed Smes In Ningbo And Local Government's Basis Service

Small and Medium-sized Enterprises (SMEs) take an irreplaceable position in China's national economy. They are important basis to support economic growth and social progress and play extremely important roles in the promotion of high-tech industrial development, employment creation and revitalization of the economy to meet the needs of the people. But the SEMs financing difficulties became"chronic illness"which restricts the growth of them in long-term stable development. With China's multi-level capital market system continuously improved, especially the starting of SMEs board and Growth Enterprises Market, it opens up important financing channels for SEMs listing and financing, which can effectively alleviate the problem of SMEs financing.This study focuses on the position of local government in the process of promoting SMEs listing. It explains the position of local government in the process of promoting SMEs listing. To the holistic overall arrangement of this paper which based on concepts of SEMs and stock financing, first it gives the SEMs'financing a systematic organization, discusses the concepts and traits of SEMs'stock financing, then proceeds with cost and income ,access and withdrawal mechanism of SEMs stocking separately in terms of theory, as well the part played by local government. From the angle of demonstration, it analyses the present condition, performance and characteristics of SEMs in Ning-bo. Finally, standing on the point of norm, this paper tries to propose countermeasures and suggestions that local government promotes process of SEMs list on stock market.With regard to the research methodology, this paper takes methods which combine the quantitative and qualitative analysis, positive and normative analysis, to achieve the goal of analysis of small and medium-sized enterprise going on the market theory and entering the actual operation stratification plane. Therefore, this research has important meanings, on the one hand, it favors the theory study about small and medium-sized enterprise going on the market .On the other hand, it can provide theoretical basis for strategic decisions for the relevant government departments, and also has the reference and refers value which to the regional economies as well as the small and medium-sized enterprise going on the market resources raise aspect.
