Health insurance cost control is a worldwide problem. We all know that the current social health insurance system in China is not perfect,although our nation has taken many measures of demand-side cost constraints in the reform,but the trend of rising medical costs have not been checked,the question of " medical treatment is difficult and expensive " still exist.So we need to improve existing policies,explore the new governance structure from both supply and demand aspects to provide medical services more effectively.In this paper,a multiple linear regression model has been used to establish relationship between the medical insurance costs and both supply and demand, which clearly affect the major factors of medical insurance cost. The results show that the growth in medical insurance cost has positive correlation with the proportion of government health expenditure, per capita health expenditure and the average income of each hospital's business and other factors . At the same time,the growth in medical insurance cost has negative correlation with the consumer price index and the number of health workers in health institutions. This paper also studies the experience of health insurance cost control in some typical countries,and finally proposes the basic principles of the medical insurance cost control and a series of control measures from both supply and demand aspects .For the demand side,we should set the scientific top line , line start to pay and pay scale; we should study from Germany to introduc the demand-side incentives; at the same time the functions of community health services should be improved,not only make it undertake the "gatekeeper" function, but also make it to take functions of health management and disease prevention. For the supply side,first the medical market competition should be encouraged to control the average income of the hospital; secondly,in order to control the rising costs of health insurance fundamentally,hospital ownership structure must be reformed to avoid moral hazard; the matching program on this basis are operatting high-tech medical equipment in market and carrying out "misuse compensation system"of high-tech medical equipment and so on.
