Research On Tax Collection And Administration Model Under The Condition Of Informatization

To accelerate the development of the cause of tax revenue, we must follow the ideas of " the science and technology adding the management ". We should introduce the theories,methods of the scientific management and means of modern technology into the work of tax revenue collection. By relying on information platform to strengthen revenue management ,we can improve the Collection quality and efficiency, achieve the Collection modernization in the process of the combination of the technological and management innovation, Although our tax collection has achieved great achivement under the current tax revenue collection pattern ,the tax revenue grows largely year by year, the tax authorities still expose many problems and shortages in the collection practices , so they need to develop and improve the present tax revenue collection pattern furtherly.This article takes tax revenue collection pattern as its research core under the condition of the informationization. First, it limits the related concepts of the informationization and the tax revenue collection pattern scientifically, analyzes the composition and significance of tax revenue collection informationization, review the historical evolution of tax collection pattern and the evolution course of the tax collection informationization. Then comparing and modeling the experience of the tax revenue collection informationization of the western developed countries such as the United States, the European Union and some developing countries like Argentina , it summarizes the characteristic and the successful experience of the tax revenue collection pattern of the foreign country under the condition of the informationization. Next, through the thorough analysis of the present situation of the tax revenue collection pattern of our country under the condition of the present informationization, taking Shi Jia Zhuang Land Tax System as an example, it analyses the implementation effects of Shi Jia Zhuang tax revenue collection pattern under the condition of the informationization, and points out the typical problems such as Single collection pattern , unscientific operation flow, poor quality of the collection data, the disparity between the personnel quality and the informationization requirements and so on. Finally, focusing on seven aspects, it states the imagination of optimizing the current tax revenue collection pattern under the condition of the informationization. It mainly includes: promoting Personnel's informationization idea and the quality, establishing the multiplex collection pattern, optimizing the operation flow of the collection, promoting the collection organizations and agencies reform, strengthening the gathering, integrating , and deep utilizating of the data collection, improving the level of the tax payment service level , strengthening the management and maintenance of the data information, and ensuring the network security etc.
