Telecommunications industry reform beginning in 2000 has gone through an extraordinary way, and now the telecommunications industry is an important basic industry of national economy, telecommunications services have been with the people's daily lives. However, the current telecommunications service quality is still being questioned and criticized by the community, with basic model and the culture can not meet the requirements for the development, not to mention upholding the masses, in particular interests of users. Therefore, the establishment to comply with the telecommunications user-centered system of quality control of new telecom services has been a priority.In this paper, the author of telecommunications services in quality control work for the foundation, with the current regulation of the status of telecommunications services, introduce local and foreign telecommunications service quality monitoring development profile, and China's telecom industry and telecom service development course; Comparing the United Kingdom, the United States, Germany with China's telecom service quality regulation models and measures. Monitoring the quality of telecommunications services described the theoretical basis of the need for monitoring the quality of telecommunications service. Defined the quality of telecommunications services in China before the system of regulatory framework, the legal basis for regulations and documents elaborated on China's telecom service quality management system.This article focuses on monitoring the quality of telecommunications services in China analyzed the current situation, through a large number of data analysis of the current telecommunications service quality problems as well as telecommunications management agencies in monitoring the quality of telecommunications services on the existing problems. According to the problem, combined with the major trend of the current triple play, and all three basic telecom business enterprise telecom market structure, by improving the quality of telecommunications services regulation proposals. Sought in the near future to create a new type of telecommunications service quality supervision and management mechanism.Monitoring the quality of telecommunications services as a small part of Telecom Management, more should be dependent on the overall telecommunications regulatory regime, the establishment and improvement mechanisms, more reliance on telecommunications supervisor management capability across the board.
