These can be foundation of theory of constructing comprehensive budget management of institution of military industry based on information. As same as other scientific research institution of military industry, as for the scientific research institution of military industry mainly undertaking space navigation and weapon task, Beijing Aerospace Automatic Control Institute often attaches importance to quality and progress of product. Because comprehensive budget management is not paid much attention to, there are some problems such as being unconscious in comprehensive budget management, big deviation in carrying out comprehensive budget, analyce and assess being demanded to strengthen.
