Strategic Study In Building Tianjin As Advanced Manufacturing High Land

To speed up the transformation of the mode of economic development and promote upgrading of industrial structure has been proposed as an essential strategy for the economic development of the whole nation in the report to the Seventeenth National Congress of the Communist Party of China (CPC), which is also the top topic for the successful international competition and sustainable development of our city's industry. The Central Economic Work Conference in 2009 reinforced the importance and urgency of the transformation of the mode of economic development: the development of our manufacturing industry has to be in the direction towards high-end, high-quality and high-innovation. The goal is to reform traditional industry, advance high-tech industry, and foster the development of new industry so that new industrial architecture led by high-tech can be formed which can in turn lead to new advantages for the national economic development. The development and openness of Tianjin Binhai Hi-tech Industrial Park has been included into the national development strategy by the Party Central Committee and the State Council, which brings a rare historical opportunity for Tianjin's development. Therefore, how to capture such an opportunity to first develop during economy globalization and industrial transformation; how to construct a modern world manufacturing base and establish Tianjin's position as the ?°northern economic centre?±and exert Tianjin's role as an economic growth axis deserve specific study and deep thinking to find the breakthrough for successful upgrade of our industrial structure.Based on the above considerations and the theory of the industrial structure, this paper focused on the construction of Tianjin as an advanced manufacturing high land. First, through a systematic review of industrial structure theory, the way for the advancement of industrial structure and its effect was briefly discussed, pointing out that industrial structure and economic development is closely and causally related; the continuing advancement of industrial structure is a general role, important guarantee and persistent motivation for economic development. Second, empirical analysis on the development of Tianjin's industrial structure and its comparative advantage was conducted and the internal and external environment for developing Tianjin as an advanced manufacturing high land was deeply explored. Subsequently, based on the SWOT matrix analysis, we conclude that Tianjin should rely on the strategy for building an advanced manufacturing high land, further optimize its industrial structure, improve the quality of economic development, exert its role as "the third axis for economic growth"±to fulfill the goal of leaping development for Tianjin's overall economy. Thirdly, based on the overall strategy and plan for Tianjin's economic development and taking into consideration of the current status of Tianjin's advantageous pillar industry,we proposed the meaning, standard, indicator system, the overall requirement, the basic roles, the main tasks and the choice of industry for the construction of advanced manufacturing high land. Finally, given the practical issues and focusing on the overall strategy, we proposed the specific measures and routes for such a goal.
