Business incubator as a social and economic organization offering a range of services and resources to support new enterprises remains unknown in new service development (NSD).In this paper, incubator services are classified into facilities-related services, business support services and networking services based on literature review. The framework to be tested invovles two drives for NSD - the satisfaction of existing services and the customer demand for a new service. Data are collected by questionnaires, and analysed with SPSS11.0, followed by a case study as complement to verify the framework.The study shows that incubator services are developed through incremental innovation and radical innovation. Incremental innovation means improving existing services, including the replacement, add-on, upgrade, strengthening or extension and given up for existing service, which contains capital, business environment, policy and information. And radical innovation mainly includes the personnel recruitment, business mentors, the patent protection and technology industrialization.The study on the sequence of NSD in accordance with the perception of importance and urgence of demand can classify emergency services, the current and future implementation.In addition, the case study explains how the transition of operating mode, revenue pattern, and service mode affect the iinovation of incubator services.
