Endowment insurance system is an important part of the social insurance system, and one of the basic contents of the entire social security system. And its success or failure is closely linked with that of the entire system. Due to complex historical reason, China's urban old-age security system is divided into government public institutions' endowment insurance system and enterprises' endowment insurance system. They belong to vertical and horizontal administration fields respectively, but not unified. This not only affects the normal and orderly flow of labor force, hinders the formation of the nationally unified labor market, and also poses a serious challenge to the construction of a harmonious socialist society. We should take the opportunity of the Endowment insurance system reform in public institutions, reconstruct Chinese old-age insurance system, thereby establishing a complete and unified old-age social security system in China.This paper, based on the social security theory and drawing on the research findings of the experts and scholars in the field, briefly reviews the development process and the current status of the two insurance policies. By comparision, it discusses the drawbacks of the double-track system in detail,illustrates the feasibility of mergence from a practical point of view and analyzes the problems and obstacles that might be encountered in the process of mergence. Finally, it puts forward the suggestion of implementing mergence policy,in the hope of enriching China's social security theory and providing reference for the reform of China's endowment insurance system.
