| Xi'an will take a conservation-minded and environment-friendly city as its development goal in order to build a well-off society in an all-round way and realize sustainable development. At the same time, Xi'an will also make great efforts to make air and water clean, and strengthen environment pollution control to make Xi'an become a National Cleaning City, an Environmental Protection Model City, a National Garden City and a Culturally Advanced City. Financing capability for environmental protection is a key issue in realizing such goals, since fund is the basic guarantee for execution of policies, development and application of technologies, etc. Therefore, it's necessary to study the financing ability for environmental protection seriously.Firstly, the paper summarizes the theory of sustainable development and environmental protection financing capability. Secondly, the paper thoroughly discusses and analyzes the environmental protection financing capability and problem based on the environmental protection financing situation. Thirdly, the paper uses for reference form European Union advanced theory and method and unifies Xi'an actual situation and develops the Xi'an environmental protection financing approach. Finally the paper puts forward the proposals which are crucial for environmental protection financing in Xi'an. It is enlightened by environmental protection financing mode in European Union countries in the following 7 aspects: (1) change the unilateral understanding of the Public Goods Theory (2) establish the partnership between public department and personal department (3) divide investor right reasonably( 4) incarnate the principles of"the principle of polluters burden"and"the principle of customer burden"(5) the environmental protection fund be used in effect(6) environmental protection taxation plays the more and more vital role (7) change ideas and expendindirect financing channels. There are 6 aspects in expanding environmental protection financing modes of Xi'an: (1) project finance (2) long term capital financing ( 3)using foreign capital ( 4)international assistance ( 5)ABS financing ( 6)environmental protection taxation. On discussing the specific problems, this paper used such researching methods as combining the theory and practice, identifying qualitative and quantitative analyzing, concluding and deducting analyzing, combining the macroscopic and microcosmic analysis, landscape and portrait comparison analysis.Through the study on the environmental protection financing system, the paper aimed to analyze the actuality, find out problems and bring forward the countermeasure and suggestions for developing environmental protection financing channel and way in Xi'an. We hope to have innovations and breaks on the study of the environment protection financing development in Xi'an. |
