It is because that division of powers lack of rule, the relationship between departments and regions is in confusion, government interest changes for the bad, and government-supervised mechanism is infirm.There are several fundamental to construct new relationship between the center and the regions: to build up the central authority, decentralization, power according with responsibility, to adjust relationship to market economy and civil social, to adjust relationship to rule of law and democracy. So the mode of relationship between the center and the regions is a combination of centralization and regional autonomy, which can spur both activities. It also combines with democratic reform from local to center. So it is a combination of centralization, decentralization and democracy. It requires division of powers, supervision and harmony between the center and the regions.There are three main paths to this mode. First, administration should be reform. Limited and efficient government will be established by changing government functions. Decentralization will come true by readjusting departments and regions. Government layers will be reduced especially by setting up city and county independent for each other. Second, establish fiscal federalism. Revenue and disbursement between the center and the regions should be divided exactly. Transfer payment system will be established to realize finance balance of central and regional government. The budget system will be innovated to make finance systemized, democratized and rationalized. Third, regional government system should be innovated. It will be restricted themselves to realize regional autonomy by reforming administration and democracy.
