The Research On Trend Of Our Local Government's Game Intention Under The Integration Of Regional Economies

In the globalization process of world economy and under the integration of regional economies, how to balance the development of parallel regional governments have become a hot issue and a key measure to reflect the administration capacity and efficiency of central government. In China, problems like local protectionism, exorbitant competition between parallel regions, industrial structure collision, and overlapped or duplicated investment in the same industry business etc. emerged when we tend to evaluate the parallel regional governments' administrative performance. In order to set up a healthy administrative system with high working efficiency in the '11th 5-year Plan', it is urged to balance the parallel down-level governments' economic development - that is, to find feasible solutions to the problems mentioned above.As an attempt to find feasible solutions, this article presents a logical assumption of economic zone startup & reinvestment upper control rules and a model organization -'Long Triangle Area administrative committee' to execute the rules directly under the instructions from central government. Based on the globalization process of world economy, focused on the fast growing 'Long Triangle Area', and restricted in the local government's functional practice, the suppositional rules and executive system hereinafter are shaped as an illation from the theories of Institutional Economics and Public Administration.After an investigation into due parallel local government's gaming activities in regional economic integration movement, as the result of an overall analysis of the existing trend of local government's cooperative and non-cooperative game intention, and based on a deep research into the root of such gaming activities as well as the negative impact they already have on the integrated regional common interest, this assumption of a whole set of economic zone startup & reinvestment upper control principles together with an executive organization functioned as 'Long Triangle Area administrative committee' under the central government and the relative Co-gaming Model are presented in this article for the target to build up a harmonious society and as reference in the ' 11th 5-year Plan' execution.
