The forest industry provides with the double function of social commonweal and the national economy industry, which made the forest industry in the important and basic position in the course of national economy and the development of society. After entering the 21st century, our government combines the Chinese practice and adjusts the structure and changes the guiding principle of the forest industry from wood-produce to ecology construction according to the trend of development of world forest industry, which endows the important status in social sustainable development strategy. Resent years, our country increased the investment in forest industry especially the ecological industry and starts up a series keystone forestry ecological construction projects. The fund raising and application of ecological welfare forest have become one of core parts in forestry construction.This thesis studies on the fund raising and application of ecological welfare forest, which is under the macro economic environment of carrying out the sustainable development strategies. Firstly, it analysis the changes in the forestry functions. By analyzing the position of forestry industry in economy and social development, it establishes foundation status of ecological forestry in social development. The ecological welfare forestry mainly provides ecological and social benefits. The externality of ecological welfare forest makes its value cannot be compensated automatically through the market mechanism. The development of ecological welfare forestry requires a financing mechanism, which can effectively overcome "market failure" and solve the problem of production funds compensation. Secondly, this thesis finds out the present situation of fund originates and investment proportion in ecological industry through constitutive analyzing on forestry funds investment.
