After entering into WTO, Chinese enterprises step up to implement "Go-Out policy" to achieve international competitiveness . Small and medium-sized enterprises (SMEs) are the main bodies of our country. Chinese SMEs have been playing an important role in national economy and industry chain. With the constant intensification of the economic globalization and the acceleration of the marketization, domestic SMEs have to be confronted with "going out" problem.Western traditional theories regard multinational operation as an arena of large monopolistic firms, however, SMEs' increasingly active role in the international field in recent years has challenged this traditional concept. At present, SMEs in China are still at an initial stage of internationalization . How to speed up the process of Chinese SMEs' multinational operation is an important issue worth attention and research. The purpose of this paper is to explore how to implement the "Go-Out policy".The thesis is comprised of four sections:The first section is the theoretical foundation of SMEs' multinational operation. Beginning with the explanation of SMEs and the connotation of multinational operation, this part introduces several theories concerned.The second section analyzes the overview of our SMEs' multinational operation. According to export and foreign investment, this part analyzes the internationalization process of our SMEs and present problems of SMEs' multinational operation.The third section adopts SWOT analysis and points out the SMEs' internal strengths and weakness, external opportunities and threats .On the basis of the analysis and from the macro- and micro- level, the fourth section proposes some feasible strategies and tactics to Chinese SMEs' successful multinational operations respectively.The degree of SMEs' multinational operation reflects a country's or regions' economic development and condition of enterprise competitiveness. The 11th Five-Year Plan also sets "Go-Out policy" as an important strategy. The thesis offers decision-making basis to relevant functional departments and is of some reference value in guiding Chinese SMEs' multinational operation.
