Dilemma Of Chinese State-owned Enterprises At Present And Countermeasures For Deepening Reform

Reform of state-owed enterprises,which determines the outcome of reform of economic system, is the key link of reform of the entire economic restructuring. After more than 20 years'reform, Chinese state-owned enterprises are still in a difficult position, in face of many problems such as inefficiencies, excessive liabilities and the serious erosion of state assets, which severely hold up the progress of reform of the financial system. And the reform of state-owned enterprises has become choke point of economic reform. Based on researching reform of state-owned enterprises , to seek the effective way to deepening the reform of state-owned enterprises, not only has the extremely important theoretical significance, but also has the pretty prominent practical value.After review of the history of reform of state-owned enterprises, by positive analysis combined with standard analysis and comparative analysis, the thesis tries to explore the current existing problems of state-owned enterprises and their causes of formation, and concludes that function dislocation of state-owned economy in macroscopic aspect and defects in enterprises'management mechanism in microscopic aspect, lead state-owned enterprises to dilemma. Based on that, the thesis proposes countermeasures for deepening of the reform of State-owned enterprises from three aspects, including state-owned economic structural adjustment, property rights system, and incentive & constraint mechanism; and some important measures of concomitant reforms for deepening of the reform of state-owned enterprises in the last part. There are some innovative and characteristic aspects as follows: First, in the course of discussion on countermeasures for deepening of the reform of state-owned enterprises, according to the character of different industries, state-owned enterprises are proposed different reform plans; then various modes of reform of property rights for different sort of state-owned enterprises and the methods of establishing incentive & constraint mechanism are put forward. It achieves macroscopic analysis combined with microscopic analysis. Second, the problem how to stimulate and restrict the representatives of state property together with ordinary staff, also enters into the discussion on the re-establishment of incentive & constraint mechanism.
