Studies On Fiscal Policies Of Promoting Economic Development In JiangBei District

Developing the Western China area is one great strategy that is necessary to keep every area to develop in harmony and achieve prosperity in common at last. Implementing and carrying out the idea of scientific development is the core spirit of the Eleven-Five Planning. The idea of scientific development in China requires us to keep the talented persons as the base of development, change the mode of thought, bring forth new development modes, improve the quality of development, implement the idea of "five overall planning". Finally, the vehicle of social and economic development will run on the track of all-around and harmonious and sustainable development. As one important way for the government to adjust the market, the fiscal policies are closely connected with the economic development of the district. The core task and target of fiscal policies are to keep the economy growing fast, steadily and reasonable in accordance with the requirement of the idea of scientific development. Especially, during the initial stage of promoting the economic development in western china area, fiscal policies should play an important role as one of fundamental measures of government. Are there some law and proper experiences to be followed in the field of promoting economic development of district through fiscal policies? The relevant studies on above questions in the level of districts and counties are absent.There are three parts in the aspects of basic theory. First, this article reviews the great meaning of fiscal policies in the stage of economic development of district and present situation of studies about how to use fiscal policies. Secondly, this article expounds the relevant theories about economic and fiscal policies, the relationship between economic development and economic increase. Finally, this article sets forth the relationship between fiscal policies and economic development, the main functions of local finance department.According to the studying route, this article reviews the situation of economic development and main characteristics of fiscal policies in two stages (first stage: 1998-2002; second stage: 2003-2005) of Jiangbei district after ChongQing city becoming a Municipality in China. Then, this article analyzes some problems blocking the economic and social development. On the basis of relevant theories of fiscal policies, this article analyzes the practice of fiscal policies in JiangBei district, and sets forth some suggestions about promoting economic development in JiangBei district through fiscal policies to. Meanwhile, this article gives some advises on how to support the economic development with finance in JiangBei district during the period of the Eleven-Five Planning or even in the beginning period of 21 st century.This article is useful for the county government in western China to make and practice fiscal policies in the developing stage since the study results are made under the idea of how to support the local economic development through fiscal policies. Meanwhile, some results are also can be used for reference by other parts of our nation.
