A socialist harmonious society is our objectives of the present stage. Establishing interest coordination mechanisms to coordinate the various interest groups'interests, and achieving harmonious and stable development on the basis of compatible interests is a basic requirement of the socialist harmonious society.Firstly , the thesis analyzes the evaluation of institutional changes performance and interest relationship coordination theories in Marxism Economics and Institutional Economics, and interest relationship coordination theories in Western mainstream Economics. Then, through the empirical analysis of reform performance in the present stage, I think that we emphasized on efficiency too much, only took care of the growth of material wealth, and pursued "pure GDP-growing development concept" in the past. In this stage, in order to reverse this concept, we must pay more attention to fairness, harmony and stability of our society. Thus , the new evaluation criteria of reform performance of this stage is: admitting the importance of"efficiency", and placing "fairness", "harmony" and "stability" on more important position than ever before. In order to achieve the new criteria of reform performance, from the perspective of the power allocation of interest groups, reform should be a process of gradual decentralization of power, in which the power transfer from central government to local governments, and eventually transfer to the micro-interest-groups. And from the perspective of game modes of interest groups, reform should let the game modes achieve following aims: from negative-sum game alternates positive-sum game to positive-sum game; from non-cooperative game between the macro-interest-group (Management group) and micro-interest-groups (including Capital, Labor and Knowledge groups) to cooperative game; from game under asymmetric Information to symmetric information. Only when these two fundamental changes achieve, the new evaluation criteria of reform performance can be achieved. It can be said that the attainment of these two fundamental changes is the key to achieve the new criteria. In order to achieve the new criteria of reform performance, we should also establish a series of interest coordination mechanisms to coordinate the conflicts of interest among various interest groups. For the conflicts of interest between macro-interest-group and micro-interest-groups, the solution key is to make a series of changes with macro-interest-group (government). And for the conflicts of interest among micro-interest-groups, firstly, we shouldn't damage the interests of strong micro-interest-groups (capital and knowledge groups), give them full freedom to develop. And then, we should pay more attention and support vulnerable micro-interest-group (labor group). Especially , for particularly vulnerable categories of labor group, we should take a series of measures to improve their status, increase their bargaining power with strong interest groups, and ease their contradictions and conflicts of interest with strong interest groups.
