Presently, the small and medium-sized enterprises (SMEs) has become the most active strength in the economic life. For the countries over the world, the SMEs play important roles in the economic activity, their functions are also approved by the countries. And it is significant for them to keep a stable, healthy and sustaining development of the economy.Since the reform and opening, the SMEs of our country have also obtained a considerable development. It is more and more important in economy growth, expansion of employment, technology advancement and creation of social wealth. Therefore, the SMEs' development is paid more and more widely attention.But in our country, it is difficult for SMEs to develop smoothly because of the "bottleneck" of capital. The comparative advantaged financing way-bank loans- is badly insufficient to the SMEs, and it is very difficult for SMEs to get loans from the banks. The SMEs accounts for 99% of the total enterprises, has created 74% industry increase in value, 63% GDP. But in fact it holds only 20% financial resources.As is proved that the contribution of fixed assets to the net profit is bigger than the current assets, moreover the efficiency of bank loan using is unceasingly enhancing. But the fixed asset loan are fewer and fewer, the floating capital loan term has the tendency to reduce, the bank loan proportion has been continuously declining in the SMEs financing structure, which has seriously hindered the SMEs' development.The governments of majority countries in the world have already realized the importance of SMEs in the reform promotion, the economy growth and the employment creation aspects. Until now, the developed countries and the areas have carried out sorts of systems innovations and arrangements to SMEs financing problem, for example, the synthetically safeguard system of American financing, SMEs debt financing mechanism construction of Japan, the financing "counseling system" of Chinese Taiwan.
