Development economists believe that the economic growth of one country depends on mainly capital accumulation and technology progress; the latter is core competitive capacity for country's economic development. Technology progress of one country or district relies on primarily domestic R&D capacity and the absorption of technology spillovers, FDI spillovers is an important path of developing countries sharing technical production in the world. Since our country put reform and open program in practice, FDI in China has experienced a rapid increase and China has been one of countries which attract the most foreign investments. How to promote our nation's technology level by a basket of technical transfer of FDI has been a strategic topic after FDI has satisfied the demands of funds and foreign exchange in China . As a big developing country, Chinese economic development has been in a new period , with improving market economy , great change of social configuration and Chinese accession to the WTO. This new period is from capital supplement model of FDI to relative advantage model. At the same time, after Chinese accession to the WTO , MNCs have adjusted investment strategy in China, with carrying out strategic investment distribution and omnidirectional expanded investment. Based on above consideration, this paper tries to give some reasonable advices to promote our country's technical development through FDI, by transverse compare of districts and trades and lengthways compare of WTO. This paper includes 6 chapters , the main contents and conclusion are described as follow:In chapter 1,the background of this research is introduced, with reviewing main FDI spillover theories and empirical analysis .chapter 1 also gives a brief introduction of this paper.Chapter 2 introduces new characteristics of FDI in China after Chinese accession to WTO.In chapter 3, according to Feder's economic model for two departments, the author sets up a metric economic model of this paper and gives an explanation of...
