Compares Law Enforcement On The Check Of Securities Of China With That Of Major Countries In The World

With the development of securities market, law enforcement on securities check emerges and continuously improves itself. The history of several hundred year development of world securities market has accumulated a great deal of valuable experience in law enforcement on securities. Law enforcement on securities in China also emerges and develops with the development of the securities market of China. It also shoulders the hard task of maintaining good order of the securities market. This paper reviews the emergence, development and change of law enforcement on the check of securities of key countries and regions in the world and analyzes and compares global trend in law enforcement on the check of securities. Based on the above analysis, it suggests that China should take initiatives to introduce, learn and absorb advanced achievements of foreign countries in the field of law enforcement on the check of securities.There are six parts in this paper. Part 3 compares the changing environment of USA, Britain, Japan and Hong Kong for law enforcement patterns on the check of securities and analyzes the background of British theory on law enforcement on the check of securities, the advantages and disadvantages of the pattern, economic background of law enforcement on the check of securities in the United States and its interaction with economic theories. It expounds that the pattern of law enforcement on the check of securities experiences the following three stages: laissez-faire stage, legal development stage and refinement stage. It summarizes the overall trend for law enforcement on the check of securities in the future: increasing enhancement of the legislation and supervision and law enforcement on securities, extensive intensification of the efforts in law enforcement on the check of securities, increasing improvement and deepening of law enforcement measures; strengthening of the intervention and administration of the government in the securities market.
