As one of the provinces in the western region, Gansu has fallen behind in economic development. The phenomenon can be explained from various perspectives, one of which is the development of private economy lags behind. In order to enhance the development of private economy, it is necessary to estabish a good environment that fits for the development of enterprises.Presently, the environment for the development of enterprises in Gansu province can't completely adapt to the need of private economy. On one hand, entrepreneurs' education level is low, their administrative ability is powerless, and their innovation spirit is deficient. On the other hand, the environment for the development of private enterprises isn't loose, their idea lags behind, the system is imperfect, and the market is deficient. In a word, both the inner and outer environments has had a disadvantageous influence on the growth of private enterprises. Therefore, we must create a healthy environment for the growth of private enterprises and cultivate a troop of excellent entrepreneurs adapting to the need of market economy.To promote the growth of private enterprises, we must start with both pionts. One is that government should exert the predominant function, and the other is that private enterprises should attach importance to improving their own capabilities.
