Through the analysis of the affecting factors of oil location choices from the host country for investment,invest countries and invest competition countries, the author utilized the multi-win game system and through the together forces of the drive from the invest countries,the investment attraction from the host country and the resistance forces from the invest competition countries, it's concluded that the invest would flow into the places of biggest together forces. And also utilized the tripartite incompletely dynamic gambling model, through the analysis on the behaviors of the host country for investment,invest countries and invest competition countries, it is concluded:as a investor and a competitor at the same time, we should make decisions based on specific circumstances in the specific choices in the FDI of the oil industry. When as a investor, we should choose the "rebuttal" strategy in the light of weak invest competitors, while in the light of strong invest competitors, we should stop investment if the host countries didn't intervene and continue investment if the host countries intervene.
