Operational risk is just turning into having more unfavorable effect on bank business. Due to the difference from the other finance risks, the traditional finance risk management can not fit the Operational risk management very well. So we need establish a effective framework of Operational risk Management.The article has analysed the essence of Operational risk from the side of knowledge characteristics, and abode by the basic logic of Knowledge Management, established a new framework of Operational risk Management, differing from the traditional finance risk management, which includes the strategy making, process management and organization. And then takes an example in crediting business to verify the availability of this framework. In the end, the author uses the micro approach of calculating knowledge-----ABC, to calculate the Operational risk at the side of cost.
