With the development of BOT project in our country, it plays a more and more important role in the society. The smooth implementation of BOT project has great economic and social value. Therefore, the risk of BOT project during its implementation becomes the key question of common concern for all the participants.Any BOT project has risk, but how to appraise the risk effectively is a realistic problem remained to solve. This thesis analyzes and estimates the risk of BOT project and then sets up an assessment system for risk of BOT project on the basis of all the participants' risk and phased risk decisions. The definite purpose is to seek and find the effective method to evaluate the risk of BOT project and give certain reference to the management of BOT project.This paper integrates BOT project risk management theory with the realistic characteristics of BOT project. Through consulting a large amount of domestic and international relevant materials and on the basis of the data gathered by survey and spot investigation, the paper confirms and divides the risk factors of BOT project from the point of view of participants and phased to make the complex risk analysis easier. In addition, it sets up the evaluation index system based on BOT project risk of different participants.At the same time, on the basis of the current project risk assessment methods, the use of artificial neural networks to create a comprehensive evaluation of the risk assessment model for BOT projects and the use of MATLAB-based artificial neural network to achieve the BOT project risk assessment model. BOT projects through the model to solve the problem of risk assessment and application of this model for BOT projects for the risk assessment of the actual cases.
