The Application Research And Analysis Of Evaluation Method On Projects Invested By Government

With the development of economy of our country and the increasing of the fiscal revenues of the governments at all levels, the project invested by the governments became more and more important in the country's foundation construction. This paper takes the projects invested by governments as object and recommends systematically financial evaluation, national economic evaluation and social evaluation to projects invested by governments. By now, scholars and specialists have deeply researched economic appraisal to engineer projects; the method and tools have been widely accepted. But the study on social evaluation of projects is still at the starting stage, there are some aspects that are worth researching. While social evaluation is very important to projects invested by governments. Exactly from this aspect, this paper put forward a kind of method of social evaluation and some corresponding suggestions.At first, this paper expounds the background of researching and research dynastic status of this field in china and aboard, according these summarizes the research direction of this text.Secondly, on the basis of the former research, this paper summarizes the research results on projects'financial evaluation and national economic evaluation, expounds appraisal parameter,appraisal index,appraisal method and demonstrates the application in the concrete project.And then, this paper introduces the process of building the social evaluation procedure and the system of social evaluation index, makes quantitative analysis to all the indexes using AHP, and gets objective evaluation to projects invested by governments using fuzzy synthesis appraisal.At last, this paper puts forward several suggestions on appraisal method of projects invested by governments.
