This thesis, from the perspective of commercial banks, starting from the significance of small and medium-sized enterprises (SMEs) to the economy and society of China, especially to commercial banks, integrating the practice of the writer in CCB Huizhou Branch, probes into the problems the commercial banks of China have in terms of SMEs' credit management and the solutions. The writer of the thesis maintains that the credits management of the commercial banks to SMEs at present, the most crucially, shall focus on the asymmetrical information relationship between banks and enterprises. The thesis uses four information economics models to discuss the reasons for the existing problems. And also, the thesis, according to the logical order for theoretical analysis, from such five aspects as organization system, credit access policy, credit authorization management, risk evaluation management and customer credit evaluation system, probes into the problems that the commercial banks of China have in terms of SMEs' credits at present and puts forward corresponding solution. The thesis points out that, to solve the problems at present, it is necessary to: 1) solve the problems of authority allocation and mechanism of incentive and restriction inside banking sector, 2) regulate reasonably the relationship between the commercial banks and SMEs (by means of credit access threshold, credit contact etc), 3) improve the indicators system and technical instrument for the Internal Rating Based Approach, three of which are indispensable.
