Conceptual Plan And Its Application In The Plan For Zhongzhou New City Zone In Tong'an District Of Xiamen City

To constitute urban plan Scientifically, arrange urban spatial structure reasonably, lead and regulate the developing process of urban space is an important management function for the city government in order to reach harmony of economic benefits, political benefit, ecological benefits of city. The urban plan which is the key to utilize resources of city efficiently has determined the pattern and developing direction of city, and it is the guarantee for the sustainable development of the city. For urban plan has such a special position that urban plan is said to be the"dragon"in the management of urban construction of urban plan. It is also regarded as main productivity by city administrators. But urban plan system (especially the overall plan) which was formed in the age of the planned economic system has been lag behind the development of city seriously now. With economic globalization and aggravation of competitiveness among cities, traditional urban plan appears to restricting the management and development of the city more seriously. The introduction of conceptual plan has brought an innovation for urban plan management. It fundamentally changed the overall plan, which have many limitations included imprecise standard, inflexible application and bad adaptability. Although, Conceptual Plan in China is still juvenility and has many deficiencies, it carries out the strategic plan in space, which has many predominance such as the idea of Humanist, the characteristic of rigidity and flexibility, beeping pace with the times etc.. It can well overcome the drawbacks of traditional urban plan system, and it makes urban plan more scientific and more reasonable, it can also make the management of city more efficiently.The article which also focused on the theme of Conceptual Plan tried to study the essential question of Conceptual Plan from view of an architect and administrator, based on the study of the common issues which introduce the connotation, characteristic and method of the Conceptual Plan and the case of the conceptual plan for Zhongzhou New City Zone in Tong'an District of Xiamen City, in order to offer a new way to plan and supervise city.The article consists of three parts:Part One: First analyzed the connotation of Conceptual Plan, and compared Conceptual Plan with Strategic plan and Overall plan, the article gave the definition ofConceptual Plan. And then traced the development of Conceptual Plan in overseas and domestic, generalized the characteristics and principles of Conceptual Plan. After that, introduced the basic content of Conceptual Plan and the common methods which applied in urban plan.Part Two: Taking the Conceptual Plan for Zhongzhou New City as an example, to introduce the application of Conceptual Plan from three aspects which are target selection, background analysis and the application of the methods used in Conceptual Plan. And then introduced the case to show the idea of"humanist"and the characteristic of rigidity and flexibility of Conceptual Plan.Part Three: Based on the study of the theory and methods of Conceptual Plan, the article clarified the thoughts of the substance, the trend and the guarantee system of Conceptual Plan after analyzed the case of Conceptual Plan.
