Research Of Infrastructure Construction Multiplication Investment And Financing System Of Shannxi Province "One Line, Two Belt"

Infrastructural facilities is the material base of speeding up to realize modernization ,and important content of area construction and development ,and important characteristic and basical ensurance of improving area developing level ,residents' life quality ,the investment environment and comprehensive competition abilities.On the basis of analyzing and summing up strategic position in national economy development of infrastructural facilities investment and financing , as well as current situation and problem of reform about infrastructural facilities investment and financing systems since country-building ,we think that the following necessities lie in reforming existing systems of infrastructural facilities investment and financing:(1)The need of accelerating the development , and adapting to the progress of the productive forces;(2)The need of pushing forward socialist market economy reforms;(3)The need of adapting to market mechanism and strengthening the comprehensive strength. Simultaneously, the article deals with the analysis and summary of the conception and characteristic of the infrastructural facilities, common article theory ,project distinguishing theory ,project financing theory ,as well as the marketing and estimating theory of infrastructural facilities. Additionally, it retrospects history development and current situation of infrastructural facilities project financing, out and in. It has carried out microanalysis and structural analysis on the investment and financing current situation of Shaanxi Province "One Line , Two Belt " infrastructural facilities, respectively. The author thinks that the following problems exist in Shaanxi Province "One Line , Two Belt " infrastructural facilities construction:(1)The way of investment is comparatively unitary;(2) Joint investment way has come into being, but short of effective utility;(3)Short of clear and rational division between major investors;(4)The inclination of exceeding level of economic and social development, on the standard of investment and construction.On the basis of carrying out analysis of causes to problem about Shaanxi Province "One Line , Two Belt " infrastructural facilities construction investment and financing, the authorbrings out the fundamental frame on infrastructural facilities diversifies investment and financing system in the final part: (1)Setting up infrastructural facilities commodity mental consciousness, and bring market mechanism into the Shaanxi Province"One Line , Two Belt "infrastructure construction field;(2)Adopting project- distinguishing, accompanied with forming investment entity of infrastructure construction ,building new investment and financing system about infrastructure construction;(3)On the basis of perfecting the available financing channel,the way-innovating being in progress unceasingly , broadening market-oriented financing channel, probing the market-oriented, diversified way of Shaanxi Province "One Line , Two Belt " infrastructural facilities financing channel;(4)Forming investment and financing platform for Shaanxi Province "One Line , Two Belt " infrastructural facilities construction ,and rationalizing capital management system ,and probing the concrete operating mode.
