Transport is the foundation of the national economy. A fine transport system is vital for the persistent development of the economy and the social production. There are a lot of factors that effect transport, one of which is industrial structure. As the quick development of the economy and the industrial structure, higher requirement in quantity and quality for the transport is put forward. Freightage is the main part of the transport, and it's the time of the third adjustment of industrial structure. So it's important to value the impact of the industrial structure on transportation, so that to offer an academic foundation to the whole planning of transport. The essay is based on input-output theory. First, it has improved the method of RAS, and set up a non-linear model to get the values of R and S. Second, it realized the improved RAS by using the function "Fmincon" of the software MATLAB, so that to obtain the direct consumption coefficients of the country in 2010. Finally, through an input-output analysis on the Monetary Input-Output Table of China in 1997, 2002, 2010, the total relationship and the inner relationship are discussed in this essay. The results prove that the secondary industry has the closest relationship with the transport growth; the impacts of different industries on each mode of transport are unlike; and, the demands of each industry towards different modes of transport are also different. Those are why the industrial structure influences the development of transport. Though the differences will change as time goes, the relationship between freightage and industrial structure is becoming closer. It's undeniable that the amount of economy contributes mostly to the freightage, but the industrial structure is a vital factor.
