Study On System Innovation Of Green Barrier In Our Country

As a kind of new trade barrier, the green barrier system represents the direction of human civilization advancement and the trend of economic development. In facing and studying the course of green barrier system, people constantly deepen their cognition to its rationality, and concern its positive role in coordinating the relation between environment and trade and helping realize sustainable development in society, and begin establishing and perfecting the green barrier system in the world. Having joined the WTO and become the important part of world economy, China evaluates the original green barrier system and carries on the innovation of green barrier system according to its national condition and development requirement. It has become a very urgent problem to be solved.This article firstly expounds the background, basic characteristics of green barrier system and the positive significance of China's establishing the green barrier system. Secondly, this article analyzes the system environment and theoretic grounds of the green barrier. Then the research of present situation and the qualitative analysis of its effect are made in the green barrier system in China. And it points out the major problems existing in the green barrier system, and suggests the urgent need of the system innovation of green barrier.Finally, analyzing by the theory of environmental cost internalization(ECI), this article explains ECI is the most essential and effective way in establishing and perfecting the green barrier system in our country. The concrete measure is the system innovation aiming at trade system, tax revenue system, national economy accounting system and technology system,etc.
