This thesis takes the background that the large-scale development of the dedicated passenger railway line (DPL) in China. Based on the national demand, trade system and transport character, the relationship between the DPLs and conventional lines are focused on, and the viewpoint of the integrated strategy for both of them is put forward. The main content includes three parts: advanced management experiences in some developed countries, necessity of the integrated strategy aimed at CR's operational system in future, exact content and main tasks composed of the strategy which are product marketing, transport organizing and fertility distribution.Since there are many differences between domestic and overseas in historical origin, regional economy and technological strength, we must first follow the principal of network integrity and dispatch command centralization, which is also the foundation stone of the thesis. Based on the analysis of chances and challenge on CR, the thesis specifies the modern management target with transport service, marketing framework and technology innovation. Correspondingly, it considers the strategy goal from three qualifications: to buildup the competitive capability, to enhance the management level, to create external environment. During the strategy implementation, the marketing idea and measure must be first renovated, at the same time, there are many local complications which will influence on CR's reform in passenger transport. The functional division on DPLs and conventional lines is the kernel questions through which the operational effect is determined, the passenger train working graph around the whole network must be designed in a high coherence. Orderliness and fluctuation policy should be introduced to provide more convenient approach to satisfy various passengers' demands. Meanwhile, along with the construction of DPLs, the distribution of transport facilities in many junctions should be adjusted. Relied on the harmonious development with regional society, the impression of railway on public should be gradually improved.
