Study On Establishment And Application Of Agricultural Recycling Economy Modes

Agriculture is the foundation of the national economy, the sustainable development of agriculture is the foundations of the human society and economy's sustainable development, also is the important part of the view of scientific development. The vital problem that achieve the sustainable development of agriculture in China is that how to solve the agricultural pollution and how to avoid destroying the environment while promoting agricultural development and increasing farmers' income. Agricultural Recycling Economy is the core of the strategy on implementing the sustainable development of agriculture, and is close relate to the the human society sustainable development. Consequently, the most practicable countermeasure is that to develop Agricultural Recycling Economy and to establish the Agricultural Recycling Economy modes which can embody local features.After adequately realizing the creation and development, the research program and the trend of Agricultural Recycling Economy internal and external, it is discussed briefly that the main content of Agricultural Recycling Economy including intension, basic principles and supporting technologies. According to those above, the academic base of the research is established.Under the guidance of Recycling Economy, Sustainable Development, Agro-ecology, Ecological Economics and System Engineering, the integrated technique route about evaluating Agricultural Development Status and establishing Recycling Economy Mode is summarized. It is put forward that the process of technique route can be divided into six steps mainly, that is, investigation and analysis about the agricultural actuality, systematic evaluation on Development of Agricultural Recycling Economy(DARE, for short), hierarchical cluster analysis and partition of the agricultural system, optimized designing of DARE mode, estimation on DARE mode, implementary approaches and security measures of DARE.The technique route above is applied in DARE in Weifang. By means of SWOT, Agricultural Development Status in Weifang is primarily estimated and got qualitative analysis. After establishing the evaluating method, DARE in Weifang is systemically evaluated and got quantitative analysis via obstacle analysis. The result of comprehensive evaluation shows that the state of DARE in Weifang has improved from 2000 to 2004, but there are still several obstacles in some respects as reducing devoted resources, development of economy, environment security and recycling use of resources.Based on the scientific evaluation, the system of DARE in Weifang is divided into three partition by clustering analysis. According to the state of DARE and the structure of agriculture in those three districts, the leading DARE modes which can optimize the system structure and advance the function are put forward separated. Also the rationality and feasibility of the modes are confirmed through analyzing in ways of structure, function and pre-benefit. The implementary approaches and security measures are brought forward to insure DARE in Weifang.
