The economy of county area is the basic unit and important component of national economy, is the integrated economic system of an area, and is an important basis and integrated embodiment of economic development and social improvement. Under the new stage, and new condition and at the new starting point of economic and social development of our country, and with the settlement of scientific viewpoint of development and the implementation of macro-control, the problem of natural resource and ecological environment become more and more serious, which constrains the economic development gradually. The extensive form of economic development in county area is hard to survival and a creative development concept is needed to support a sustainable economy in county area urgently.
